Keberanian Ahmad Said terus menggunakan kereta Mercedes melihat semacam mahu mencabar keputusan kerajaan persekutuan pimpinan Pak Lah. Tindakan beliau memanggil Badan Pencegah Rasuah (BPR) untuk menyiasat pembinaan masjid kristal, pertandingan monsun cup dan syarikat spanco dlm penglibatan pembaikian perdana mengundang pertanyaan semua pihak. Apakah ada sesuatu yg tidak kena disebalik apa yg berlaku sebelum ini. Tindakan yg bertentangan antara 2 kerajaan ini didorong oleh ketidakrestuan Pak Lah ke atas perlantikan MB Ahmad Said sebagai MB Terengganu sehingga menimbulkan campur tangan Yang Di Pertuan Agong.

Apapun ada hikmahnya disebalik keberanian bersuara Ahmad Said ini. Sehingga kini, hampir semua negeri memberi ulasan tentang betapa mahalnya kos penyelenggaran yang dikenakan ke atas kereta Exco. Wakil Proton Edar menyatakan kos penyelenggaran yang dikeluarkan oleh kerajaan Terengganu adalah tidak masuk akal. Oleh itu, kemana wang tersebut pergi?

When we want to do something, there will be all the justification in the world regardless if it's factual, rational or pragmatic.  In Malaysia, politicians have learnt to say the darnest things to justify their actions.  Strangely, these actions are fielded in the headlines.  We don't know what to think anymore.   Is this more important than all the challenges we are facing or that there is nothing better to report on.

If the latter, boy oh boy, we are in deep sambal then.  Nobody is making sense to shaping the economy, to encouraging foreign investments, to stabilize inflation, to plan for strategic actions in light of the global crunch, to work towards contingency plans on self sufficiency on food, to move towards 2020 clearly, and I'm sure we can name a hundred more things more important than the Mercedes Benz episode.

Now, let's take a look at Terengganu.  The farce happened in a BN state.  If it happened in a PR state, I wonder what more will be said.  Endless, I suppose, and the ACA will be swooping in for the kill.  Now, everybody is treading carefully.  The strange conclusion, if there is going to be one, is that the PM adviced to use it "once a while" or for "special guests of the state".  Today, we see the cars in action and the Exco are using it regardless.  So what?

This is not about changing cars.  It's about showing who's the boss in Terengannu and it's the state government.  It's about putting the foot down that the state's decision is the state's own business and none of the federal government's concern.  A RM3.43m decision is nothing verses the hundreds of million of Ringgit on the Monsoon Cup and the Islamic Civilisation Park (read here) that was spent in the past and on-going without the consent of the state, or more accurately put, the royal consent.  Now that the state government leadership is apparently blessed by the palace, Terengganu is back where it belongs.  So is this a challenge on federal guidelines?

Pak Lah declares "since the cars have been bought and to sell them would only result in a loss, all of them must be used for state guests or dignitaries.  This is the decision, nothing more, nothing less" (read here).

Is this a win-win outcome?  Terengganu can keep the Mercedes Benz cars for VVIPs but use the existing Proton Perdana V6 Executive cars for official use.  Sounds fair?  I can't figure out the logic though.  What about making Terengganu an example for all states to tow the line so that this doesn't repeat itself?  Or has the Cabinet clearly swept it under the federal carpet then?

Today, it was reported that the Terengganu MB Datuk Ahmad Said insisted that the luxury cars will be used as official cars pending the Anti-Corruption Agency's investigations into the state's Proton Perdana V6 Executive cars high maintenance cost (read here).  What has the outcome of the ACA investigation got to do with the decision to use the luxury cars?  Who is he trying to kid here?  He might as well has said that they will continue to use the luxury cars until the ACA sends one of them as angkasawan.  Totally irrelevant.

In the past, political rhetorics had sounded more logical and even reasonable.  These days, most statements make less and less sense.  It is beginning to sound like "Kids say the darnest things" bloopers.  All the statements made for arrests, using of Mercedes Benz cars, murder cases tried in court and what else politicians get involved saying their piece all sound illogical.  They are running out of lines from the book of Political Excuses or they are not paying the right people to advice them what to say.

The car fracas is about a statement of power.  Terengganu has already gotten their cars when the news went public.  So everything said is after the fact and covering up the possible tension between state and federal powers. If this continues, there may be more headlines on the other PR states about their "cars".

Doesn't the Cabinet have better things to discuss than this?  The business of the nation should be on the agenda but the media only reports on the stupid car episode and protecting the FACE of the federal government.  What happened to plans to mitigate the rising inflation, for example?  Shouldn't there be more important things to report after a Cabinet meeting?

Sigh!  It seems that the most important priority economic agenda in the country is being overshadowed by nonsensical and almost idiotic news that looks more like a distraction of the possible incompetencies in the country.  Figure this out!  When will we ever learn?

1. Like all Malaysians, we have seen that in the past week, Anwar issue was sideline in the media and the issue of the purchases of Mercedes by Terengganu MB was grabbing the media attention. Even Anwar’s meeting with US Secretary of State Condoleezza Rice in Singapore receives very little media attention.

2. Ahmad Said (AS) being the MB of the State of Terengganu made the unpopular yet correct decision in using Mercedes as the State Official Car. The Federal Government leaders were certainly displeased by the action of Ahmad Said. They ruminate the issue from the point of nationalism, austerity drive and federal rulings.

3. Many people who are not aware of the actual issues were taken by story that Ahmad Said is wasting state funds. I would like to share pertinent issues which were not highlighted in the media. It is not right to compare Perdana and the E Class. They are not comparable. Just close the door and compare the sound of the closing is enough to tell you that it is not fair to compare the two cars. We do not have to go into technical specs like engine performance, comfort and others. Only ignorant fools makes such comparison.

4. Is the cost of the E class is actually 2.5 x more than the Perdana. On paper, it looks like that. When we factor in the tax and duties cost which were exempted when the state government pays, the actual cost difference is much lower. The final figure should be in the circa of RM160K which is marginally higher than the Perdana.

5. In the case of the Government Cars, they do not buy the cars from Proton. The government lease the cars from Spanco. As the cars are owned by Spanco, they actually maintained the cars. The leasing cost is actually quite high. The maintenance charges by Spanco are also high. If one were to take into account the leasing and maintenance cost from Spanco, it will definitely cheaper to buy a Mercedes.

6. From the perspective of laws and regulations, it is quite clear that the Federal Government is confused over its financial authority on State Funds. The Federal rules and regulations do not apply to the monies that are owned by the State. The State has its own right to decide and to manage its own fund. The MB made it clear that he is responsible on how the state funds to be spent. The state decides what is best for them.

7. From my perspective it is not about money or about the car, that irks the federal ministers. It is Ahmad Said defiance and the message that is being send across the country that matter most. In a small way, it is a political nightmare for BN at the federal level. It is something that they did not expect to happen. This is the third time is recent months; Ahmad Said has insulted Pak Lah and top BN leaders. The first was with regards with his appointment as the MB and second with his demands for the Royalty Monies.

8. Maybe in a small part of their heart, the Minister and UMNO heads are also cursing because they cannot enjoy the same privilege as Ahmad said and his counter part. Maybe there is some element of jealousy. The Federal Ministers knows that they would not be able to storm the media barrage if they take the same direction in changing cars. I suggest the government revisit the deals with SPANCO.

Mari kita refresh skill matematik sikit. RM175229.97 sebuah untuk 4 tahun. Jadinya, secara purata kos sebulan ialah RM175229.97 / 48 = RM3650.62. Wahh !! boleh tahan sesiapa yang guna V6 tuh. Nak kena spend RM3k sebulan, hanya untuk maintenance. Aku taleh nak komen lebih2 la, sebab aku pun hanya guna Iswara 1.3 tahun 2003.

MB Terengganu
Keputusan dibuat berasaskan Pekeliling Perbendaharaan. Beliau terus mengemukakan bukti kos penyelenggaraan. Dalam kekalutan menghebahkan bukti, dengarnya kesilapan berlaku membabitkan ex-MB. Dengarnya, Idris Jusoh memikirkan untuk mengambil tindakan undang2 terhadap kerajaan negeri. Beliau turut mendesak BPR menyiasat projek2 mega lain di Terengganu termasuk Piala Monsun dan Taman Tamadun Islam.

Proton
Sudah pasti lah Proton menafikan senario ini. Malah kata Proton, kos itu hampir 25x kos sebenar. Tidak banyak pula pengguna V6 yang mengeluh mengenai kerosakan seperti yang dimaklum MB itu.

Badan Pencegah Rasuah

Melihat kepada kos tinggi yang terpaksa ditanggung dan kemungkinan berlaku penyelewengan, pihak BPR memulakan siasatan. Semalam, 5 lagi dipanggil BPR bagi memberi keterangan berhubung kos penyenggaraan Proton Perdana V6 Executive yang digunakan exco dan pegawai kanan kerajaan Terengganu antara 2004 dan 2008.

Kabinet
Jemaah Kabinet masih mempertahankan polisi kerajaan yang mewajibkan penggunaan kereta nasional itu sebagai kenderaan rasmi. Walaupun, MB Terengganu menekankan yang keputusan dibuat berasaskan Pekeliling Perbendaharaan, namun kata menteri V6 tetap menjadi kereta rasmi kerajaan. Terkini, arahan dikeluarkan supaya V6 terus menjadi kenderaan rasmi, manakala Merc yang dah dibeli hanya untuk tetamu. Nak dijual rugi pula. What a waste !!??

Pemilik Bengkel
Dalam Buletin Utama beberapa hari lepas, seorang pemilik bengkel terbabit memaklumkan dia terpaksa mengenakan charge tambahan kerana pembayaran lewat dilakukan.

MB Pahang
Bersetuju dengan masalah V6, walau bagaimanapun beliau mengambil langkah berkecuali dalam soal pembelian 14 biji Merc itu.

MB Pembangkang
Kebanyakan mereka bersetuju dengan kos tinggi yang harus dikeluarkan untuk menyelenggara V6, tetapi dengarnya akan terus menggunakan V6. "Rosak sokmo. Kadangkadang cermin tak boleh naik, kadangkadang nak tutup tak boleh sedangkan baru keluar dari kilang," kata Datuk Nik Aziz. Di Selangor, kedengaran kemungkinan beralih ke Toyata Camry, tetapi kata MB belum bercadang untuk menukar V6 sedia ada. Di Perak pula MB kata satu pembaziran Merc itu digunakan untuk kegunaan tetamu sahaja. MB Kedah juga bersetuju dengan Terengganu, malah beliau menggunakan Merc sebagai kenderaan rasmi.

Macamana nih Proton ?? Pemimpin2 dah menyuarakan tidak puas hati. Bukan hanya pembangkang, malah dari kalangan BN sendiri. Kalau pemimpin sendiri boikot kereta kita, apatah lagi rakyat jelata. Dulunya kita bangga dengan kereta nasional. Hari ini, yang komplen itu bukan dari rakyat kebanyakan, malah dari kalangan pemimpin sendiri.
Bilakah Proton akan setanding dengan kereta import yang lain ? Mampukah Proton memulihkan tanggapan ini ? Aku cuma berharap Proton dan pengeluar kerata nasional lain akan mendapat pengajaran dari isu ini.

Pakatan rakyat's in Selangor also thinking of changing their fleet of cars with the government (People) money to Toyota Camry.

To all politicians, we the people that vote you there, we can make or break you. Don't think about cars when the peoples in the state have to live with whatever car or bike they have.

Read more about the price of changing a Proton Perdana's Gearbox (that somehow lurks between RM3000 – RM23000) that most probably made out of gold if we look at the price.

This move to buy luxury cars for state government officials shows that our politician and leaders are not sensitive with the current mood or suffering of the people. It is as though they are living in a different Malaysia than the common people.

KUALA TERENGGANU, July 22 (Bernama) -- The Terengganu government is prepared to provide detailed proof of what it claims was the heavy cost of servicing and repair of the Proton Perdana V6 Executive cars it had used as the state's official cars to justify its purchase of the replacement Mercedes Benz cars. The office of Menteri Besar Datuk Ahmad Said said in a statement Tuesday that the maintenance cost had been high since the Proton cars were put into use four years ago.

For example, the maintenance cost of two of the cars since 2004 was RM175,229.97 and RM132,357.76, said the statement faxed to Bernama.

The state government has bought 14 Mercedes E200 Kompressor cars at a cost of RM3.43 million to replace its Perdana V6 Executive cars for use as the official cars of the state executive councillors and senior state government officers.

The statement reiterated that the state government did not use its oil royalty to buy the cars and that the purchase was made in accordance with Paragraph 6 (II) of Treasury Circular 1 of 2008 which requires the purchase of all locally made or locally assembled CKD (completely knocked down) cars.

The state government also clarified that the menteri besar was still using an 18-year-old car of the previous state government and not a new car as reported by a local newspaper.

What you think? bulls**t is what it is.

There are reports that said that those cars were bought in 2004, and that in 4 years those cars are now crap. I disagree. For comparison, my old '07 Wira is bad. Traveling on trunk roads, traffic jams, portholes and long distance kampung trips really stressed out my car. For the fleet of V6 Executive cars that only traveled on highways with police escorts? 4 years? Come on!! This is a joke!

Also, in a stab to the heart of Proton, he also said:

“We are not saying that the national car is not good but in reality we are coughing up more money for maintaining the Proton Perdanas, particularly the gear boxes.”

..then it's called NOT GOOD LOR. Also known as beating around the bush!

Seriously, the only reason I could think of on why the gearboxes failed so quickly is possibly someone sold them a fleet of lemons, or their gearbox could not cope with the added weight from all the add-ons (i.e. bulletproof glass).

I don't want to say who's right and who's wrong. Cause I don't live there, my tax money is not going there anyway. And I cared less for the big picture in this case. Just funny how RM 3+million can buy 14 Mercs. I thought those were expensive cars but duh?

DIlaporkan 14 buah Mercedes E200 Kompressor bernilai RM3.43 mahu dibeli berbanding dengan Perdana Eksekutif yang mungkin bernilai sekitar RM100,000 sebuah (tanpa cukai!). Maka untuk 14 buah pun hanya baru RM1.4 juta!

Kos untuk beli sudah lebih sekali ganda.

Kemudian dikatakan kos penyelenggaraan Perdana Exco Toh Chin Hwa untuk tempoh 36 bulan menelan RM50,000. Ini sebenarnya menimbukan beberapa persoalan.

Pertama, menimbulkan persoalan kemungkinan penyelewengan dalam tuntutan perbelajaan penyelenggaran - suatu yang biasa kita dengar. Kedua, teruk sangat ke Perdana hingga baru pakai 3 tahun kena belanja separuh harga kereta? Ketiga, apakah kos penyelenggaran kereta Toh yang paling tinggi? berapa pula yang terendah? Kalau kos kereta Toh yang tertinggi - pelik juga sebab dia ADUN Bandar - tidaklah sebanyak ADUN lain dari segi jarak perjalanan dan dari segi bebanan terhadap kereta berbanding ADUN lain di perkampungan. Keempat, malu Proton kalau dikatakan kos penyelenggaran kereta mereka terlalu tinggi dan yang lebih memalukan bila dibanding kos untuk penyelenggaran Mercedes!

Kalau pun nilai pembaikan berjumlah RM50,000 dan dicampur dengan harga beli RM100,000, maka barulah RM150,000 untuk tempoh 3 tahun. Apakah Mercedes tidak perlu penyelenggaraan langsung dalam tempoh tersebut? Walaupun tidak perlu langsunglah tukar minyak hitam sekalipun, kos Mercedes tersebut (RM245,000) tetap jauh lebih tinggi dari Perdana berserta dengan kos penyelenggaraan (RM150,000).

Malah, IB juga salah seorang pengguna Perdana. Purata perjalanan IB ialah 25 ribu km setahun. Selepas hampir 5 tahun kini, kos penyelenggaraan kereta IB tidak melebihi perbelanjaan Toh Chin Hwa selama 3 tahun. Walapun "gearbox" dah kena tukar!

Hujah kedua yang diguna oleh Ahmad Said ialah harga jualan balik (second hand) nanti. Persoalahnya ialah, sejak bila kerajaan negeri menjadi agen jual kereta terpakai. Apakah mesti kereta itu dijual selepas baru diguna?

Apakah sebelum ini kereta terpakai Exco benar-benar dijual mengikut harga pasaran? Apakah benar mereka yang telah mendapat manafaat sebelum ini benar-benar membayar dengan harga yang sebenar? Malah mereka turut
