</a><span style="font-weight:bold;">PANSER + Mobil LISTRIK </span>- Prototype Panser dan mobil listrik yang didisain oleh Bung AK dan disuport oleh Sekolah Tinggi Angkatan Laut Surabaya saat diperkenalkan ke publik di acara 100 Tahun Hari Kebangkitan Nasional di halaman Jogja Expo Centre, pada 20 Mei 2008. Bung AK (berbaju merah saat melepas panser listrik tersebut.</p>
<p><span style="font-weight:bold;">PENEMU</span> bahan bakar berbahan baku plankton yang dinamai Bahan Bakar Nusantara asal Yogyakarta, BSW Adji Koesoemo, akrab dipanggil Bung AK yang Sabtu kemarin (14/5) diberitakan pernah didatangi seorang anggota tentara pemerintah RRC berpangkat Kolonel untuk diajak mengembangkan temuannya ke Cina berhasil mengembangkan prototype Panser listrik.</p>
<p>Prototype Panser Listrik yang mendapat bantuan dari Sekolah Tinggi Angkatan Laut (STAL) Surabaya itu diperkenalkan ke publik beberapa hari lalu bersamaan dengan peringatan 100 Tahun Kebangkitan Reformasi dan 10 Tahun Reformasi di Gedung Jogja Expo Center (JEC).</p>
<p>Bukan hanya Panser Listrik, Bung AK bersama Tim Indonesia Bangkit yang dipimpinnya juga memperkenalkan mobil berbahan energi listrik non generator di depan seribuan warga Yogya yang mengikuti senam sehat yang digelar Tim Indonesia Bangkit di JEC. Keunggulan panser listrik maupun mobil berbahan bagi energi listrik tersebut tertenaga listrik yang tidak perlu lagi dicas, tetapi energi listrik jalan terus yang cara kerjanya mirip dengan kerja dinamo untuk menghasilkan lampu pada sepeda onthel.</p>
<p>"Meski masih belum sempurna, ke depan Panser Listrik ini akan kami kembangkan menjadi kendaraan taktis (rantis) untuk operasional TNI/Polri agar kedaulatan pertahanan dan keamanan bisa terwujud di bumi pertiwi ini," tegas Bung AK di sela-sela memperkenalkan prototype Panser Listrik yang dikerjakan selama sebulan, yang dibantu pihak STAL untuk perlengkapan persenjataan meriam berbasis komputer.</p>
<p>Selain itu, kata Bung AK kepada Tribun Batam Sabtu (22/5) rantis yang listriknya tidak perlu di charge lagi bisa dipakai untuk keperluan lain selain untuk menjalankan rantis. Karena listrik yang dihasilkan pada rantis mencapai 40.000 watt. Misalnya untuk perbaikan jembatan yang putus, listrik pada rantis ini bisa dipakai untuk ngelas, bisa juga untuik ngejam sinyal HP, ht, saluran televisi Menyinggung pengembangan listrik non generator tersebut, salah satu cicit Raja Kasultanan Yogyakarta, Sri Sultan Hamengkubuwono VII ini mengaku sudah diujicoba dipakai untuk penerangan berkuatan 40.000 watt di Pesantren Istiqomah, Palbapang, Bantul, Yogyakarta.</p>
<p>"Obsesi saya dari Tim Indonesia Bangkit nantinya setiap Kepala Keluarga bisa mendapatkan daya 5.000 watt listrik non generator ini," katanya.</p>
<p>Mengenai sosok Adjikoesoemo sebagai penemu BBM dari biota laut yang diberi nama Bahan Bakar Nusantara (BBN) pernah diberitakan Tribun edisi awal Desember 2007 lalu. Saat itu, tepatnya pada 29 November 2007 Bung AK melakukan sosialisasi BBN berupa bensin yang per liternya hanya Rp 1.500 di Gedung DPRD DIY, disaksikan Ketua Dewan DIY Djuwarto.</p>
<p>Namun sungguh disayangkan, pemerintah tidak meresponnya. Belakangan ini, kata Bung AK kepada Tribun kemarin, bebrapa tokoh politik dan pemerintah mencoba mendekati pihaknya dengan tujuan agar BBN bisa digunakan sebagai alat kampanye.</p>
<p>"Sudah tentu kami menolak secara tegas. Karena sejak awal telah kami sampaikan bahwanya BBN tidak akan kami produksi sendiri melalinkan akan kami serahkan kepada pemerintah yang betul-betul bisa kami percaya dan teguh memegang amanat untuk kesejahteraan rakyat Indonesia," ujar Bung AK yang emoh disebut Superman karena kemampuannnya menciptakan berbagai produk unggulan strategis.</p>
<p>"Saya bukan Superman, tapi Supertim," tukas Bung AK yang juga dikenal sebagai penemu padi beras merah putih yang kini bibitnya kini sudah disosialisasikan kepada para petani di berbagai daerrah.</p>
<p>Untuk mewujudkan semua obsesinya tersebut, penggagas gerakan Tim Indonesia Bangkit ini meminta dukungan masyarakat luas. Melalui konsep 5 Kedaulatan yang dikuasainya ia mengaku siap untuk maju ke kancah kepemimpinan nasional. Kelima konsep Kedaulatan itu meliputi Kedaulatan Pangan, Energi, Telekomunikasi, Uang, serta Kedaulatan Ketahanan dan Keamanaan Negara.(<strong>Tribun Batam/Ahmad Suroso</strong>)</p>

Acara yang terselenggara oleh banyak pihak tersebut dapat dikatakan cukup menuai sukses. Hal ini dapat dilihat pada peserta dan pengunjung acara yang sangat antusias dalam mengikuti acara ini. Acara yang diakhiri dengan diadakannya Lomba live blog ini cukup menarik perhatian hampir semua pengunjung acara.</span></p>
<p style="margin-bottom:0;"><span>Kebetulan untuk juara pertama berhasil direbut oleh saya sendiri yang beralamatkan blog di </span><span style="color:#0000ff;"><span style="text-decoration:underline;"><a href="http://nix2008.blogspot.com/"><span>nix2008.blogspot.com</span></a></span></span><span> dengan perolehan nilai tertinggi dari semua peserta. Meski hadiahnya cukup besar, ada beberapa hal yang sebenarnya membuat hati saya tergelitik untuk mengemukakannya.</span><!--more--></p>
<p style="margin-bottom:0;"><span>Sebagai contoh, pemenang favorit diputuskan berdasarkan jumlah voting terbanyak dari setiap pengunjung situs </span><span style="color:#0000ff;"><span style="text-decoration:underline;"><a href="http://kompetisi.cahandong.org/"><span>kompetisi cahandong</span></a></span></span><span>. Hal yang lucu, jumlah voting dihitung dari banyaknya jumlah klik pada link voting tanpa mempedulikan alamat IP (</span><span style="color:#0000ff;"><span style="text-decoration:underline;"><a href="http://www/"><span><em>I</em></span></a><em><a href="http://id.wikipedia.org/wiki/Alamat_IP/" target="_blank">P address</a></em></span></span><span>) mana saja yang melakukan kecurangan dengan mengklik berkali-kali dari komputer yang sama. Jadi apabila anda mengikuti acara ini, hanya dengan meluangkan waktu beberapa jam untuk mengklik link voting situs blog anda, anda sudah bisa memenangkan juara favorit dengan hadiah berupa casing komputer dari </span><span style="color:#0000ff;"><span style="text-decoration:underline;"><a href="http://www.ersys.com/" target="_blank"><span><em>erSys</em></span></a></span></span><span> (lumayan seandainya dijual).</span></p>

<content:encoded><![CDATA[<p style="text-align:justify;"><span style="color:#ff0000;">Dalam rangka mengikuti live blogging competition yang diadain oleh komunitas blogger Jogja, <a href="http://cahandong.org">Cah Andong</a> dan disponsori oleh Apkomindo, ersys, dan rumah web *khilaf aku pake bahasa beginian*, maka postingan ini adalah khusus dibikin untuk lomba blog itu...</span></p>
<p style="text-align:justify;">Disuruh mosting bab NIX 08. Rame gak di sana? jelas. bahasa <strong>sunda</strong> nya <em>Rieuh</em>, bahasa <strong>bali</strong> nya <em>inguh</em>, bahasa <strong>jawa</strong> nya <em>kemruyuk'an</em>, bahasa <strong>inggeris</strong> nya <em>crowded</em> banget.</p>
<p style="text-align:justify;">Yang pastinya banyak tomat segar berkeliaran disana. Berhubung aku ini sangat menarik dan rupawan (maap, kalo narziz nggak ngurangin  nilai, kan?), aku dapet ijin buat foto-foto para<a href="http://wiki.cahandong.org/Milis#Tomat"> tomaters</a> yang lagi tugas di NIX 08. (Terinspirasi dari obrolan temen-temen semalem) Berikut skrinsyut beberapa tomaters yang bersedia dipoto :</p>

Dan gayanya sekarang dengan 3 atau 4 tahun lalu itu ndak ada perubahan. celana jins 3 per 4. sepatu dengan kaos kaki tinggi, rompi, topi kebalik, argh,,, merusak pemandangan tomaters yang seliwer seliwer di depannya.</p>

Bayangin aja, atraksi make injek-injek CPU. Sini, buat aku ajah CPU nya! Biar Alehandro di kos punya temen.. Tapi hebatnya, CPU nya ndak brodol, ndak ambruk, ato hancur berkeping keping di injek bapak-bapak baju item itu. Ada yang mau nyoba nginjek-nginjek CPU nya? perlu puasa 7 hari 7 malem (biar kurus, jadi pas berdiri diatas CPU, gak berat)</p>

<content:encoded><![CDATA[<p><span style="font-size:11pt;line-height:115%;font-family:Calibri;">Berlanjut dari kegiatan sebelumnya pembahasan <a href="http://jakal52.wordpress.com/2008/05/06/nie08-all-about-networking/">All About Networking</a> kini dilanjutkan ke acara yang saya ikuti setelah acara tadi. Acara Gathering para joomla lovers ini hanya dihadiri oleh beberapa orang saja, rata-rata yang gak bisa dateng itu orang-orang yang daftar Online. Sebenarnya saya sendiri hingga saat ini belum mempunyai site yang menggunakan CMS Joomla, namun tetep mendaftarkan diri karena ingin mendapatkan informasi serta pengetahuan lebih mengenai joomla sendiri. Saat ini yang saya lakukan hanya menggunakan server offline untuk mengutak-atik joomla.</span></p>

<p class="MsoNormal" style="text-align:justify;">Ada beberapa hal baru yang saya dapatkan dari gathering itu, seperti tips dari mas tarigan [pemilik cabikhosting] untuk meniru secara persis website yang menggunakan joomla. Namun sayangnya saya tidak dong [tidak paham] dengan tips dari si bos dan karena rada malu mau tanya jadi gak tanya secara jelas.</p>
<p class="MsoNormal" style="text-align:justify;">Sedikit mau cerita suka duka mencari tempat pendaftaran gathering joomla ini [xfiles production]. Awalnya saya mau daftar kesana bersama teman saya karena gak tau Jln. Babaran dimana..? Pulang ke kost jam 1 siang terus nemuin temenku itu. Orangnya sih ada tapi dia bilang gak jadi ikut dengan alasan ingin buat perpanjang hostingan websitenya [uks.. jadi terpaksa jalan sendiri dengan bermodal sesobek peta kecil yang kugambar sewaktu maen kekost temen(bukan yang temen sekost yah)]. Muter-muter kesana-kemari, tanya sana tanya sini dan akhirnya sampai juga jalan babarsari. Disana gak semulus dugaan karena gak nemu-nemu gang cempoko [hadoooh…]. Udah mondar-mandir sampai jalan habis gak nemu-nemu sampe malu diliatin orang. Waktu itu kutarik nafas dalam-dalam dan bilang “ini coba sekali lagi jalan, kalau gak nemu besok aja cari lagi”. Tapi alhamdullilah ketemu juga gang cempoko yang papan tulisannya kecil tak terlihat olehku.</p>
<p><span style="font-size:11pt;line-height:115%;font-family:Calibri;">Back to joomla… Inti acara gathering kemaren itu saling sharing aja sih sama mau ngebuat pertemuan rutin kumpul-kumpul sesama joomla lovers regional Yogya. Dari situ diharapkan bisa mengenal satu sama lainnya, gak hanya kenal secara online tapi offline juga donk “kata mas tarigan”. Diakhir acara banyak foto-foto gak maknanya, tapi lumayanlah buat kenang-kenangan. [hehehe..] Sebelum acara resmi bubar, aku udah pamit pulang duluan karena ada sedikit masalah duniawi.</span></p>

<content:encoded><![CDATA[<p><span style="font-size:11pt;line-height:115%;font-family:Calibri;">Dihari kedua event National IT Expo 08 sesuai seperti jadwal kegiatan yaitu diadakannya dialog mengenai “All About Networking” dengan pembicaranya Bapak Indra, saya ikut berpartisipasi menghadiri acara tersebut. Materi yang disampaikan pembicara kurang lebih mengenai networking namun lebih dikhususkan menjelaskan cara penggunaan dan pengaplikasian wireless. Kalau tidak salah beliau merupakan mahasiswa jurusan tekhnik UPN YK dan memiliki hobi dibidang komputer, dari hobinya itu Pak Indra telah berhasil membuat jaringan WAN Yogyakarta – Purworejo, dan kalau tidak salah Yogyakarta – Ponorogo.</span></p>

<p class="MsoNormal" style="text-align:justify;">Dihari itu saya datang ke JEC seorang diri tanpa ada teman yang menemani [uks..uks..]. Hampir seluruh teman sejurusan saya tidak ada yang menaruh ketertarikannya di dunia IT, yah jadi gak ada yang mau ikut menemani diriku. Informasi mengenai adanya event NIE ini sendiri saya dapatkan dari salah satu forum favorit saya, its “kaskus the largest indonesia community”.<span> </span>Jadi setelah tau ada info seperti ini pas hari H langsung aja ngaciiiiir… [kaskus banget]. <!--[if gte vml 1]&#62;                     &#60;![endif]--><!--[if !vml]--><img class="alignright" style="float:right;margin-left:12px;margin-right:12px;" src="http://jakal52.wordpress.com/files/2008/05/0405200830081.jpg?w=300" alt="" hspace="12" width="255" height="193" align="right" /><!--[endif]--></p>
<p class="MsoNormal" style="text-align:justify;">Kembali ke tema posting ini.. Sekitar jam 13.xx [lewat dikit] saya berangkat dan tiba sebelum acara dimulai tapi amat disayangkan karena dapat bangku dibelakang. Dalam penyampaian materi saya menilai Pak Indra cukup bagus memberi penjelasan ke setiap partisipan secara mendetail walau tidak bisa mendemokan satu materi lagi mengenai acces point karena ada masalah tekhnis. Pak Indra memberi alamat <a href="http://laksanaindrajaja.com">sitenya</a> bagi yang menginginkan artikel mengenai networking miliknya. Satu hal yang sedikit membuat diriku rada terusik semenjak acara dimulai. Hal itu adalah aroma bau tidak sedap <span> </span>yang berasal dari orang di sebelah kiri saya [maaf kawan! Tapi ini jujur dari lubuk hati yang terdalam]. Agak terganggu sih, tapi tetep enjoy aja sampe acara selesai. Sehabis acaranya selesai waktunya pembagian sertifikat bagi yang mendaftar. Beberapa hari sebelumnya aku udah daftar via email &#38; kaskus ke xxx [maaf lupa nick sampean], namun pas pembagian sertifikat aku gak dapet karena belum konfirmasi waktu pas dateng. Tapi akhirnya dikasih juga kok [hehehe…].</p>
<p><span style="font-size:11pt;line-height:115%;font-family:Calibri;">Acara pun berakhir, dan waktunya berkeliling melihat-lihat komputer beserta para SPG-nya [hohoho..] sembari menunggu persiapan “Gathering Joomla Yogya”.</span></p>
<p><strong><span style="font-size:11pt;line-height:115%;font-family:Calibri;">Pesan : Biasakan memperhatikan pembicara atau siapapun yang sedang bicara, sehingga bila nantinya menceritakan kembali kepada orang lain bisa dipaparkan dengan benar dan jelas. <content:encoded><![CDATA[<p>Tanggal 3 hari ini pameran komputer udah dibuka di Jogja Expo Centre, besok aku baru akan ke JEC untuk menghadirin acara <strong>Gathering Joomla Jogja</strong>. Aku harap setelah ikut gathering besok, pengetahuanku tentang CMS Joomla jadi rada bagusan. Sekarang masih belajar pake server offline aja, masih coba-coba download module, component, sama plugin-plugin lah. Sekarang yang mau ku info-in adalah NIE 08 (National IT Expo 2008) yang diselenggarakan oleh <a href="http://cahandong.org">cahandong</a> yang merupakan komunitas blogger di yogyakarta. Nanti akan ada beberapa acara mengenai blog, bahkan ada lomba blog live juga lho. Aku mau ikut sih tapi masih dikit pengalaman, ilmu belum cukup. Palingan besok cuma ngeliat aja. <p>Three of the stock choices are foreign based and this continues RSI's foreign stock and fund bias.</p>
<p>This weekend I heard an interview of Mark Hulbert.&#160; He reported that the best newsletters for the past ten years are all still bullish.&#160; This is a telling metric.</p>

However, oil traded above $100/barrel and that started the inflation fears rolling.&#160; This news put a damper on market enthusiasm and the various indices ended mixed for the day.&#160;
<p><strong><u>RSI’s Themes:</u></strong> On the ETF/CEF front RSI has firmly landed on the side of consumer staples.&#160; Several of the stock picks reflect this theme along with energy and the price of oil.

<content:encoded><![CDATA[<p>Economic news was unsettling to the markets and both the US and global markets were down today.&#160; In spite of the news, RSI found some candidates across the spectrum of ETFs, CEFs, Stocks and Mutual Funds...reminiscent of the old saw "it is a market of stocks not a stock market."&#160; Thus some securities are attractive when the market looks ugly.&#160; So here are the four groups:</p>

<p>These are two speciality industries and both are doing quite well in the midst of this current correction.&#160; I like them both, but they do expose the investor to specific industry risk.&#160; ITA also trades under 100k shares per day, so use care.</p>

<p>The two falling knife candidates are both CEFs.&#160; PTY has made a double bottom and may be poised for a takeoff.&#160; VVR looks promising too, but I still hate its huge expense ratio&#160; of 4.3$%!!!</p>

<p>As the markets around the world perk up, I am buried by an avalanche of securities picked by RSI.&#160; These are the times where we have a confluence in the technical (and for stocks the fundamental) attributes that define the algorithms contained in RSI.&#160; I can screw down the parameters and reduce the fire hose down to a trickle.&#160; But that bothers me because I feel a need to see the landscape in its entirety.&#160; I guess I will have to deal with it.</p>

<content:encoded><![CDATA[<p>Gara2 ujan kemarin ini, pas gue lagi cek mata ke JEC, badan jadi kurang fit karena pulang dari sana keujanan. Awalnya sih gak berasa apa2 ya, paling pusing dan meriang (bellina) dikiiiit... Eee, malemnya gatau kenapa nih mata sebelah kanan berasa pegel banget. Gue curiganya ketularan di JEC ituh. Duuuh, di rumah sakit elit kok ya, bisa ketularan juga siyhh??? :(</p>
<p>Seharian hari Jumat besoknya mataku pegel banget, berair terus dan keluar kotorannya *ihhh, jijay..* gak brenti2 tuh. Pas ke percetakan pun sebenernya udh gak enak bodi. Tapi namanya kerjaan ya bo, mau gamau musti ke sana bareng si bos. Hasilnya: <span style="font-weight:bold;">bos gue ketularan</span>. Hihihi.. :D</p>
<p>Sukses nularin si bos, akhirnya gue obatin juga tuh mata dengan resep OK dari <a href="http://rivariv.blogs.friendster.com/rivariv/" title="ripa sableng" target="_blank">dokter ngocol</a> ini. Boleh juga, hanya beberapa kali tetes, mata gue sembuh pun.. :) Makaci ya Dok! Semoga bukunya laku ya, hihihi..</p>
<p>Dasar bandel ya, udh berasa mau flu dan sakit tenggorokan, masih nyanyi juga hari Sabtunya. Bener aja, hari Minggunya, gue tepar pun. Suara udah kayak bebek alien (alien aja udh ngeri ya suaranya, bebek juga. apalagi bebek alien?!?). Batuk gak berenti2, ditambah pusing gak karuan karena batuk yang bikin sesek napas. Alhasil Seninnya gak masuk deh. Tewas..</p>
<p>Sekarang ini Alhamdulillah udah gak separah kemarin, suara masih aja kerasukan alien. Hhhh...udah jadi bahan ketawaan satu kantor nih :P Doain cepet sembuh ya!</p>

<p>For Germany the solution could be nearly the same. Some propositions from my thesis match with the US regulations. The key point to tax virtual trades and income is, that the trades and income could be valued in real money. If there is no point to measure how much income is genereated there would be no taxation.</p>
<p>In Germany private barter clubs often not allow any compatibility with the Euro, so nobody could measure how much one barter hour is worth. And without calculation is no taxation. That is some kind of gray area. Only if professional companies are allowed to trade in barter clubs there would be a possibility to measure you income in real market value. So a lot of private barter clubs not allow companies to join barter clubs and the private barter clubs more seems to be the help you neighbour thing and could not be taxed.</p>
<p>But also in Germany the debate will continue with further growth of virtual world due to the thing that barter clubs are one of the best comparisons.</p>

</font><font color="#993300">Recommendation: VA and DoD develop a joint process for disability determinations</font></h3>
<p><strong><font color="#993300">Background:</font></strong> The Disability Evaluation System (DES) is the mechanism for implementing retirement or separation due to physical disability. There are four elements of DES: physical evaluation, medical evaluation, counseling, and final disposition. The DES physical evaluation has two major components: the Medical Evaluation Board (MEB) and the Physical Evaluation Board (PEB).</p>
<p>VA's Schedule for Rating Disabilities (VASRD) is codified in statute and serves as a guide for the evaluation of disabilities resulting from diseases or injuries incident to military service. <strong><font color="#993300">There are evaluation criteria for each condition listed, with disability levels ranging between zero and 100 percent, generally at 10 percent increments, as appropriate to the severity of the condition. The disability rating level is linked to a monetary amount determined by Congress.</font></strong></p>
<p>In a December 1988 report, the then General Accounting Office said there had been no comprehensive review of the VA rating schedule since 1945, that the rating schedule contained outdated terminology and ambiguous classifications, and had not incorporated recent medical advances. The report recommended that VA thoroughly review the schedule and establish a process for an ongoing evaluation and update. VA agreed to do so and has been conducting a comprehensive revision of the schedule ever since. VA published an advance notice of proposed rulemaking for each of the 15 rating schedule body systems and contracted with an outside consultant, who gathered panels of medical experts for each system, to recommend changes in the rating schedule. Eleven of the 15 body systems contained in the schedule have been revised to date.</p>
<p><strong><font color="#993300">While both DoD and VA use the VASRD, not all the general policy provisions set forth in the VASRD apply to the military. Consequently, disability ratings may vary between the two.</font></strong> DoD rates conditions determined to be physically unfitting, compensating for a military career cut short. VA rates all service-connected impairments, combinations of impairments, or service-aggravated conditions, thus compensating for loss of earnings capacity resulting from injuries that could impact civilian employability. <strong><font color="#993300">Another difference is the term of the rating. DoD's ratings are permanent upon final disposition. VA's ratings may change over time, depending upon the progress of the condition(s).</font></strong></p>
<p><strong><font color="#993300">Further, DoD disability compensation is affected by years of service and basic pay; VA compensation is a flat amount based upon the percentage disability rating with possible variance related to number of dependents.</font></strong> Appendix C contains charts depicting the DoD and VA disability processes.  <strong><font color="#0000ff">(NOTE from Oldtimer: I've already published these charts in earlier posts)</font></strong></p>
<p><strong><font color="#993300">Gap Analysis:</font></strong> <strong><font color="#993300">For DoD, the terms "permanent and stable" are used extensively in Title 10 but are not clearly defined. These words are the basis for important decisions to retire, separate, and temporarily retire servicemembers.</font></strong> The terms require uniform definition to facilitate consistency and fairness. Many medical and disability authorities have questioned the use of a disability retirement threshold. Historically, the disability retirement threshold stems from "A Report and Recommendation for the Secretary of Defense by the Advisory Commission on Service Pay" (December 1948). The historical record discussion associated with Recommendation 27 (Disability Retirement: Officers, Warrant Officers, and Enlisted Personnel), states:</p>
<blockquote><p>"Therefore, the standards of disability as used by the Veterans Administration [later became Department of Veterans Affairs], which are civilian standards, are recommended for classification of disability cases into those which may be considered real disability warranting continuing monetary benefits and minor disability not warranting such benefits".</p></blockquote>
<p>Congress ultimately incorporated the recommendation in the Career Compensation Act of 1949. <strong><font color="#993300">Logically, the disability retirement threshold creates an adversarial situation within the DES, when the DES is primarily charged with deciding fit/unfit status.</font></strong></p>
<p>Servicemembers obviously endeavor to reach the threshold because it results in lifelong benefits such as health care, commissary/exchange privileges, etc., as well as annuity payments. This contributes to tension in the process, adds to servicemember discontent in a system that places the burden of proof on the servicemember who, in many cases, does not have the experience or knowledge, despite assistance, to build a proper case. <strong><font color="#993300">Additionally, a major challenge is navigating the confusing, inconsistent, and patchwork laws associated with DES. This has resulted in the service branches being inconsistent at times with each other in determining fitness/unfitness and the level of disability.</font></strong></p>
<p>For VA, examinations performed by DoD for purposes of determining fitness for continued service are generally not adequate for application of the VASRD in determining, for VA disability compensation purposes, the average impairment in earning capacity resulting from all disabilities or diseases incurred in, or aggravated by, service. <strong><font color="#993300">Unless participating in the Benefits Delivery at Discharge (BDD) program, VA must wait until a servicemember is discharged and files a claim before obtaining service medical records, including any MEB/PEB proceedings, prior to determining if additional examinations are needed. This contributes to the lengthy claims process faced by veterans.</font></strong></p>
<p><strong><font color="#993300">How the Recommendation Addresses the Gap:</font></strong> The development of a joint process whereby VA and DoD cooperate in the assignment of a disability evaluation that would be used in determining fitness for retention, level of disability for military retirement, and VA disability compensation would result in less discontent among servicemembers who believe they are assigned lower disability evaluations by DoD than by VA. This would also help VA provide better service to newly separated veterans by completing their claims in a timelier manner. There are, potentially, a number of provisions that could be undertaken to effect this recommendation, including providing Benefits Delivery at Discharge type service to those servicemembers undergoing the MEB/PEB process.</p>
<p>The impact of implementing this recommendation will be significant. In the near term, having DoD and VA work together to improve the VA disability claims process and the DoD MEB/PEB disability process should provide improvement across the services in consistency of decisions. In the longer term, having full cooperation in the disability claims process should provide improved service to servicemembers and veterans at a lower cost to the Government through increased efficiencies.</p>
<p><strong><font color="#993300">Implementation Action and Target Date:<br />
</font></strong>Develop an in-depth plan for VA/DoD collaboration in the MEB/PEB process: Using the present interagency process provided by the Benefits and Joint Executive Committees (BEC and JEC), DoD and VA will develop options presented to leadership in both VA and DoD for review.</p>
<h3><font color="#993300">Target Date: Begun April 3, 2007;</font></h3>
