<content:encoded><![CDATA[<p>Here's an email by Larry Adelman (the California Newsreel) which was posted to a list serve of mine.  Not only is having vacation time good for productivity, it's good for health (of course, of course).  </p>
<p>Some points from the article:</p>
<p>- 29 percent of American workers took no paid vacation time last year and another 24 percent took a week off or less</p>
<p>- 68% of middle class Americans said that free time was their priority compared to 12% who said they wanted to be wealthy</p>
<p>- women who don't take vacations are more than twice as likely to suffer from depression as those who do. It isn't rocket science; vacations make us healthier.</p>
<p>- 137 countries in the world have paid vacation laws - the US anyways does not (do you know if Canada does - maybe I'll do some hunting)</p>
<p>- The number of Americans taking family vacations has dropped by 33% in the past generation</p>
<p>"... Yet experts like University of Minnesota family therapy Professor William Doherty say such vacations are a primary source of bonding, and among the family experiences most likely to be remembered by children. With less vacation time, children are also more likely to experience "nature-deficit disorder." Fewer get out in the woods with their families or spend a night there."</p>
<p>Take a break!  Have a vacation!  (Funny, I need to follow more of my own advice...)</p>

<p>I neglected to forward this article when it ran not in the health section but the Sunday Travel Section of the San Francisco Chronicle two months ago  It argues for mandatory paid vacations on the grounds of health and is indicative of the many ways to tie research to policy initiatives and then popularize and disseminate it.  The piece is by John De Graaf who directs the Take Back Your Time initiative at www.timeday.org and who is trying to get a paid leave initiative on state ballots (Does Canada have a paid leave or vacation law?)</p>

<p>In the U.S. We Don't Take Enough Vacations- Really</p>

<p>Question: What's the difference between dinosaurs and family vacations? Answer: Dinosaurs are already extinct.</p>
<p>If there's one thing Americans need more of, it's vacation time. Sure, we've got the Grossest Domestic Product on the planet. But American society is no longer healthy for children and other living things. Consider that in 1980, people in only 10 other countries lived longer than we do. Now, people in 41 other countries live longer. Consider that if you lived in Europe you'd be only a little more than half as likely to suffer from chronic illnesses such as heart disease, hypertension and Type 2 diabetes after age 50.</p>
<p>And why is that? A big reason is time. Europeans work about 300 fewer hours on average each year than Americans. Consequently, they have a lot more free time to exercise, eat slowly and healthily, sleep longer and socialize with friends and family. Each of these does wonders for their health.</p>
<p>This explains a big part of the fact that they only pay a little over half as much as we do for health care.</p>
<p>A big part of the extra free time Europeans enjoy can be attributed to their longer vacations. At a minimum, every European worker is guaranteed four weeks paid vacation by law; most get six or more.</p>
<p>By contrast, a new poll of 1,000 Americans, conducted by the Opinion Research Corporation found that 29 percent of American workers took no paid vacation time last year and another 24 percent took a week off or less.</p>
<p>Have you noticed the number of Europeans on the streets of San Francisco this summer? Or on the trails in Yosemite? It's not only because they have the time to travel. They have the money, too. Their generous paid vacations haven't meant economic ruin. The euro has been soaring relative to the dollar, and U.S. firms have been investing heavily, and profitably, in Europe, earning - contrary to popular knowledge - far more from Germany than from China.</p>
<p>This is not about slacking or laziness. Meaningful labor is an essential element in the pursuit of happiness. But so is free time to enjoy the fruits of that labor. It's about balance, really, and in our zeal to out-produce and out-consume everyone else, America has gotten out of balance.</p>
<p>A recent Pew Research Center survey found that more middle-class Americans (68 percent) responded that having free time was a high priority for themselves and their families than any other goal. By contrast, only 12 percent said becoming wealthy was highly important to them.</p>
<p>If we really want more time, here's a simple place to start: Let's guarantee three weeks of paid vacation to all American workers (prorated for part-timers), a proposal of my nonprofit organization, Take Back Your Time (see www.right2vacation.org). One hundred thirty-seven countries in the world have paid vacation laws; the United States is the only industrial country that doesn't.</p>
<p>The new Opinion Research Corp. poll found that 69 percent of Americans would support a law guaranteeing paid vacation time to all workers, with a plurality favoring a time period of three weeks or more.</p>
<p>Other studies show that men who take regular vacations are 32 percent less likely to die of heart attacks than those who don't. The Framingham Heart Study found that women who don't take vacations are up to eight times more likely to suffer from heart disease than women who take two vacation breaks a year.</p>
<p>We're talking big numbers here - and high costs to our health care system. Another study showed that women who don't take vacations are more than twice as likely to suffer from depression as those who do. It isn't rocket science; vacations make us healthier.</p>
<p>They also make us more productive. An Air New Zealand study found that after vacations, workers got an extra hour of quality sleep and their reaction times were 30-40 percent faster. And the gains lasted for months. This doesn't happen with "daycations" - a day off here and there, usually spent running errands. We need time to unwind. Getting it can reduce workplace stress and burnout dramatically.</p>
<p>Here's a scary statistic: The number of Americans taking family vacations has dropped by a third in the past generation. <p>Vacations matter for health, family, the environment and productivity. Enlightened businesses recognize that. Many, like Patagonia, offer their employees generous vacation time. But the majority does not. An enlightened United States would protect the right of workers to a block of vacation time each year.</p>
<p>Are you taking a vacation this year? If not, you just might end up with Irritable Growl Syndrome. Ever notice that people seem crankier these days? Been caught in traffic jams when road rage erupts? Slammed down the phone in disgust when an automated answering service cheerfully told you your call would be answered "in approximately 57 minutes" and that if you hung up you'd lose your place in line? Been asked to work overtime one too many times? Snarled at your boss when he or she told you it was too bad you'd prepaid for those airplane tickets but the office couldn't get along without you for a week this summer? Well, you get the idea.</p>
<p>As another summer comes to a close and fewer of us get the real pause that refreshes, it's time to vaccinate America against the scourge of Irritable Growl Syndrome. It's time to guarantee paid vacations for all Americans and restore balance to our hurried lives.</p>

<p>The movie is under the banner of Ashtavinayak producers and is directed by Tony. <strong>Sanju </strong>is now so nicely bonded with both the producers and the director that they have planned another movie together.</p>
<p>"<em><strong>Sanju</strong> was excited to hear a script which will have him in a <strong>James Bond </strong>kind of character, an action and sophisticated guy. The film is called <strong>Bond </strong>and it is heard that <strong>Sanjay Dutt</strong> wil be co-producing it. The work on the project will start once Blue is completed, and it will probably be completed by February 2009</em>." a source said. <strong>Sanjay Dutt</strong> will have a special look in the film and it will have action which was never seen before.</p>

<p><strong>LONDON </strong>- Akhir bulan ini, sekuel terbaru James Bond, <em>Quantum of Solace</em>, akan segera dirilis. Sang jagoan yang flamboyan tetap akan diperankan oleh Daniel Craig. Gemma Arterton <em>ketiban</em> peran sebagai gadis Bond yang menjadi daya tarik tersendiri di setiap film agen intelijen Inggris tersebut.</p>
<p>Kabarnya, proses pembuatan film itu membuat Craig cedera lumayan serius. Rumor tersebut beredar setelah pria yang dua kali menjadi Bond itu mengenakan sling di tangannya saat hadir dalam acara penghormatan untuk Ian Fleming, penulis yang menciptakan sosok James Bond.</p>
<p>Dalam acara bertajuk <em>A Tribute to Ian Fleming </em>yang dilangsungkan di London Palladium, London, Inggris, kemarin malam itu (6/10), juga ditayangkan sedikit cuplikan <em>Quantum of Solace</em>. Grup orkestra juga dihadirkan khusus untuk memainkan lagu-lagu yang menjadi<em> soundtrack </em>film tersebut.</p>
<p>Produser <em>Quantum of Solace</em> Barbara Broccoli memuji habis-habisan akting Craig. "Daniel memahami karakternya dengan sangat baik. Dan, dia selalu tahu dia akan menjadi Bond yang hebat," tuturnya. "Dia juga menjaga kesehatan tubuh. Bahkan, dia mungkin menjadi aktor terbaik Inggris pada generasinya," tambah Broccoli.</p>

<p style="text-align:justify;">Após a finalização, a Activision, atual detentora da licença dos jogos de James Bond, deu o sinal verde, mas a Nintendo negou um lançamento simultâneo na WiiWare e na LIVE Arcade. Porém, como o jogo estaria pronto, basta a autorização da Nintendo para o jogo sair.</p>

<p>That's how it felt last Friday, when I stopped by the Bond home in Horseheads, N.Y. for the "Christening" of their pirate ship in a tree. With upstate classic fare -- cold beer, wings and sheet pizza -- on hand, family and friends of the Bonds gathered to officially kick off the era of The Serpent Slayer. After a few energetic swings of a water balloon on a rope, Capt. Jack finally sent his ship off into the blue.</p>
<p>It is, of course, always good for a designer and builder to see a crowd of people with wide eyes and big smiles. It's just an added bonus that the Bonds were so much fun to work with, and now it's clear the fun belongs to them. Go luck to all, and happy sailing.</p>

<content:encoded><![CDATA[<p>Laura Mackenrot, a disability advocate from BC recently wrote an article for the BC Coalition of People with Disabilities (BCCPD) on the RDSP that was very interesting and really pinpoints the important characteristics of the plan.  She herself is eligible for the RDSP and will be signing up for the plan when it becomes available in December.  Her description of how she will use the plan to really accumulate a significant amount of savings is a really good example of how a modest investment can result in a impressive return.  </p>
<p><em>"An important feature of the RDSP is that the Ministry of Housing and Social Development will not classify it as an asset. If you are receiving the Persons With Disabilities (PWD) benefit from the provincial government, you will be permitted to save over $3,000 if it is invested in an RDSP. This means you do not have to worry when the amount exceeds the $3,000 limit that is currently placed on those receiving PWD. As well, money held in an RDSP will not affect the application process if you are applying for PWD or any other government assistance program.</em></p>
<p><em>Personally, I will be using my added part-time income to contribute $125 a month into the plan to maximize my investment for retirement. If I do this for 33 years, and don’t take any money out before I turn 60, then I should have $870,000 if I choose mutual funds with an average growth rate of 8%."</em></p>

<content:encoded><![CDATA[<p>Devant près de 3000 personnes, gagnées d'avance, Gilles Duceppe, chef du bloc québécois, a "beurré épais", c'est le moins que l'on puisse dire, sur le dos du premier ministre sortant, le conservateur Stephen Harper.  <a href="http://www.canoe.com/infos/chroniques/michelhebert/federales2008/archives/2008/10/20081005-155045.html" target="_blank">Selon ce que rapporte le site Canoë</a>, une brochette d'invités ont réchauffé la foule présente, avant que Gilles Duceppe ne vienne conclure le rassemblement, avec un discours de 29 minutes.</p>
<p>Que le chef d'un parti politique organise un rassemblement, je veux bien.  Rien de plus normal, surtout pendant une campagne électorale, pourrait-on dire.</p>
<p>Mais il y a un hic.</p>
<p>Si le bloc québécois dénonce haut et fort les politiques des conservateurs de Stephen Harper, que propose-t-il, à la place?</p>
<p>Le bloc ne prendra JAMAIS le pouvoir, c'est mathématiquement prouvé.  Avec 75 candidats, pour 308 circonscriptions, le bloc a été très chanceux de pouvoir former, à une seule occasion jusqu'à maintenant, l'opposition officielle.</p>
<p>C'est là que je reconnais l'aspect distinct des québécois.  On casse du sucre sur le dos du premier ministre, on le traite de tous les noms, mais on ne propose RIEN à la place.  C'est vrai; comment peut-on promettre des réalisations aux québécois si l'on a aucune chance de former un gouvernement?  Très typique des québécois en général, et de la go-gauche, en particulier.</p>
<p>Pourquoi je fais un lien, ici, avec la go-gauche?  Parce que Gilles Duceppe est d'abord un militant marxiste-léniniste, donc, à peu de choses près, un communiste!  Il a saisi la balle au bond, lors de la fondation du bloc québécois, pour en devenir le premier député élu, les quelques autres, dont Lucien Bouchard, ayant "défroqué" d'autres partis fédéraux pour fonder le parti.  Ainsi, de par son orientation politique principale, Gilles Duceppe est plus proche de Québec Suicidaire - bon, d'accord, Québec Solidaire - que du PQ!</p>
<p>Gilles Duceppe, tandis qu'on en parle, est passé maître dans l'art du changement d'idée rapide.  On se souvient tous de son élan à vouloir prendre la chefferie du parti québécois, suite à la démission d'André Boisclair, en mai 2007.  Au lieu de prendre le téléphone, et d'appeler Pauline Marois, afin de savoir si elle était intéressée, il se présente en sauveur du PQ, sans prévenir.  Le lendemain, alors que Pauline 1ère a annoncé qu'elle allait se présenter comme chef du PQ, Gilles Duceppe, au lieu de s'embarquer dans une course à la chefferie, s'est retiré, la queue entre les deux jambes.  Avant cela, en novembre 2006, Gilles Duceppe a déchiré sa chemise, aux Communes, en refusant d'appuyer une motion, déposée par le gouvernement conservateur, qui stipule "Que les Québécois forment une nation au sein d'un Canada uni", parce qu'il ne veut pas des mots "au sein d'un Canada uni", et se dit même prêt à voter contre.  48 heures plus tard, tous les députés du bloc, Duceppe compris, ont voté en faveur de la motion conservatrice.  Bref,  Gilles Duceppe n'a vraiment pas besoin de se mettre un bonnet sur la tête, pour avoir l'air fou!</p>
<p>On dit que la devise du Québec est "Je me souviens".  Peut-être, mais celle des québécois est plutôt "Je me souviens... de RIEN!"  Le bloc québécois n'apportera jamais rien, au Québec.  Ça fait 18 ans, qu'il est à Ottawa, et pendant tout ce temps - et particulièrement pendant les années libérales, le Québec a vu sa position, dans le Canada, s'affaiblir.  Le bloc préfère s'acoquiner avec les "artisses", en BMW, qui braillent parce qu'ils ont perdu leurs subventions, que de s'associer aux travailleurs québécois, qui paient des impôts à Ottawa, et qui voudraient que ces argents servent à autre chose qu'à subventionner des galas.  Gilles Duceppe a trouvé le point faible des québécois; il parvient à transformer des coupures à quelques privilégiés en attaque contre tous les québécois.  Et le bon peuple, qui ne se souvient de rien, embarque.</p>
<p>Du côté de la justice, Gilles Duceppe a encore déchiré sa chemise contre le projet conservateur de resserrer les filets de la justice envers les jeunes contrevenants, profitant du fait que les québécois ignorent que la loi à venir, qui permettrait à la justice de condamner un jeune de 14 ans à la prison à vie, ne s'appliquera même pas au Québec!  C'est ça, de l'honnêteté, monsieur Duceppe?</p>
<p>Tout cela pour dire que le bloc aura beau organiser des gros shows - payés en partie avec vos impôts <em><span style="color:#008000;">(1)</span></em> - à Saint-Hyacinthe, ou ailleurs, pour ma part, hors de question d'appuyer le bloc, dans cette campagne électorale.  Personnellement, j'ai déjà voté, vendredi dernier, par anticipation, et je n'ai pas voté bloc.  Et j'encourage tous les électeurs québécois à ne pas voter pour le bloc.  La raison est fort simple; ils crient au loup, très fort, créent un sentiment de panique, dans la population, mais ils n'ont rien à proposer, à la place!</p>
<p><em><span style="color:#008000;">(1) Les partis politiques qui reçoivent un certain pourcentage de votes, lors des élections générales, ont droit au remboursement, par le gouvernement fédéral, donc, via vos impôts, de 50% de leurs dépenses d'élections.  Le bloc québécois remplit ce critère, comme les quatre autres principaux partis politiques fédéraux, dont les chefs étaient présents aux débats télévisés.<br />

I saw this movie, and honestly, its not as bad as people will tell you it is. The plot isn't all that strong, but it was pretty entertaining to me. J'arrivais de la Côte Nord, je disais « baleine » à la place de dire « baleine », je portais des pantalons en v'lours côtelé brun, j'avais des mauvaises notes, des caries plein la bouche, mon nom de famille était pas normal à côté des Massicotte, Perreault, Tremblay, pis je me déplaçais pas en BMX, mais en motocross avec la fausse tinque en platique. Toute pour me faire garrocher des roches. J'étais <em>quasiment</em> le rejet des rejets (le vrai de vrai, c'était Paco parce qu'il mangeait ses crottes de nez, Paco qui avait choisi de me mettre en scène dans une communication orale sci-fi où j'évoluais en tant que capitaine de vaisseau spacial, rien pour arranger les choses, t'sais). Faque des amis pour moé, ça relevait de la plus pure fantaisie. J'avais même pas d'ami imaginaire parce que j'étais certain que <em>lui</em> aussi m'aurait niaisé devant mes camarades de classe. Port-Cartier me manquait en crisse, là-bas j'étais premier de classe, j'avais une grosse gang de chums pis même une blonde ! J'ai pensé à la fugue — je voulais aller au Congo (!) fouille-moé pourquoi —, mais mes couilles étaient encore au format de bines à cette époque, faque chuis resté. Ç'aura pris deux ans avant de me faire un véritable ami, en bonus, son père était le proprio du sex-shop à Joliette ! En plus de (re)connaître enfin les joies de l'amitié, je me suis trouvé une super passion : la porno. La porno, l'amie de tous les rejets, même de Paco, j'en suis certain !</p>

<content:encoded><![CDATA[<p>I found a trailer for the upcoming Bond movie : <a href="http://en.wikipedia.org/wiki/Quantum_of_Solace" target="_blank">Quantum of Solace</a>. It looks extremely good and is set to be released in the UK at the end of October. I am a big fan of James Bond films and am glad Casino Royal reversed the downward spiral the franchise got into after Tomorrow Never Dies. I had mixed feelings about Daniel Craig as the new Bond, he seemed unconvincing in the months leading up to the release of Casino Royal; however looking back, I think it was a great decision. Prior to this, Bond films tended to be only loosely based on the original novels by Ian Flemming and treated Bond as though he was completely invulnerable, almost casting him as a super hero. This started to get really out of hand with films like Moonraker (which was similar only in title to the original novel) and the last two Pierce Brosnan films. With the return to the authentic, vulnerable, human Bond a new actor was really required and I think is really shows in Casino Royale that both the production team and Daniel Craig understood this. I simply can't wait for Quantum! Below is the trailer.</p>

<p>Escribo esto, saliendo de la rutina, porque me quedan menos de dos semanas de clases en el colegio; y con sólo ver que los días van pasando rapidamente, como que me inspira a aprovechar estos últimos días y hecharle ganas.</p>

I was busy trying to salvage some of the losses created by this credit meltdown. Even mighty Hang Seng bank was indirectly affected by the U.S. credit meltdown (hint: It also owns bonds of Washington Mutual Bank).</p>
<p>So, let me start this message by re-broadcasting something that made me smile today:</p>

<p>Now back to some thoughts running through my mind. Oh, yes, the laddering of bonds strategy. As most financial advisers will advise you, bonds are considered safer than stocks when it comes to risk management. One strategy followed by a lot of investors is to ladder a series of bonds, according to their maturity date. In this way, the investor will have a regular stream of interest and cash (when the bonds mature).</p>
<p style="text-align:left;">What this laddering strategy does not take into account is that it gives an investor a false sense of security. When the bonds are purchased, they may have a high grade rating from the rating agencies. We are talking corporate bonds and municipal bonds (U.S. Treasury bonds are not discussed because, frankly, if the U.S. government goes under, we are all poor). However, over time, the economy changes and so does the fate of the corporations, and I quote from Bloomberg (for full article see <a href="http://www.bloomberg.com/apps/news?pid=20601087&#38;sid=aTjEDvYE.2fk&#38;refer=home"><strong>here</strong></a>):</p>
<blockquote>
<p style="text-align:left;">Bond investors are reticent to buy after being burned by what were once some of the highest-rated institutions. New York- based investment bank Lehman, rated A2 by Moody's Investors Service and A by Standard &#38; Poor's until its collapse, filed for the biggest bankruptcy ever on Sept. 15.<br />
The next day, New York-based American International Group Inc., the biggest U.S. insurer and rated A2 by Moody's and A- by S&#38;P, was forced to obtain an $85 billion loan from the government in exchange for an 80 percent stake. Lehman's bonds have lost 86 percent on average this month, and AIG is down 37 percent, Merrill index data show.<br />
Washington Mutual, the 119-year-old Seattle-based thrift, became the biggest U.S. bank to fail on Sept. 25. Its bonds have tumbled as much as 99.8 percent this month. Washington Mutual was rated investment-grade by Moody's until Sept. 11 and by S&#38;P until Sept. 15.</p>
</blockquote>
<p>So what shall an investor who ladder bonds and hold them to maturity do? Careful research and willing to pull the trigger and sell if you perceive a bankruptcy is coming. I must admit that I wasn't so detailed in my research when it came to determining the status of corporate bonds. Also, never trust what the corporate officials say. Do your own research.</p>
<p>Another advice, as a bondholder who got burned by Washington Mutual, is to avoid for the time being any corporate bonds of financial institutions that are subject to government control. In this instance, Washington Mutual was under the jurisdiction of the FDIC. When the FDIC took control of Washington Mutual, it did the extraordinary action of removing most of the assets of Washington Mutual and give them to JP Morgan Chase. As far as the FDIC is concerned, its primary function is to safeguard the deposits of the bank's customers. However, on prior occasions when the FDIC took such drastic actions, it also required that the buyer of a failing bank took the creditors. But that did not happen in this case. Maybe the FDIC decided that given the number of failures, it better save some of its own amunition. That meant that the bondholders of Washington Mutual were presented with a different universe when Washington Mutual filed for bankruptcy (see <a href="http://www.fool.com/investing/dividends-income/2008/10/02/quit-ceding-power-to-tyrants.aspx"><strong>this</strong></a> article) and the expectation of recovery is quite low. Now my readers, do you wonder why the credit crisis has worsened? On top of the lack of confidence on what is on the account balance of financial institutions, there is now the added danger that the FDIC may remove all assets of a failing institution and forgetting the creditors. As the saying goes, "fool me once shame on you, fool me twice shame on me."</p>

<content:encoded><![CDATA[<p>This really ticks me off.  I mean really ticks me off.   Two small children have been raised for 5 years by 2 mothers.  One day the legally recognized mom decides that she wants out of the relationship.  Sometimes it's because of another love interest, sometimes it's because her brain was sucked out by the force of religion . . . it really doesn't matter why. </p>
<p>All that matters for the kids is that their parents are no longer going to live together.  It is a crushing blow to children.  Their parents are their anchor to the world.  Everything revolves around their parents. </p>
<p>In light of the f - - - ed up law in the US, many gay and lesbian parents can take advantage of the situation.  You see in heterosexual relationships there are laws to protect these children and governmental systems put in place so that parents can't deny a child their other parent just because of a breakup.   However, in the case of a lesbian relationship . . . it's a cage match to the end. </p>
<p>So here are these right-wing crazy fool Christian f - - - wads who come in and try to help the scum bag mother who would keep her children from their other mother just because she doesn't want to be in a relationship any longer. </p>
<p>Judges often see through this and rule in the best interest of the children.  And believe me, it is in the best interest of the children to assist them in maintaining a relationship with both parents. </p>
<p>No, not to the right wing crazed Christian a-holes.  All they care about is making sure that the lesbian is punished.  Forget about the kids - get the lesbo.</p>

<p><strong>The Issue:</strong> California voters will consider Proposition 6- The Criminal Penalties and Laws, Public Safety Funding Statute in the election this November.  The proposition will mandate additional spending to create new criminal justice programs and expand existing ones.  Is the Criminal Penalties and Laws, Public Safety Funding Statute the correct public policy for California?</p>
<p>The <a href="http://www.lao.ca.gov/ballot/2008/6_11_2008.aspx" target="_blank">Legislative Analyst's Office</a> (or LAO) is the department of the California Government that provides impartial analysis of legislation and propositions.  <a href="http://www.lao.ca.gov/ballot/2008/6_11_2008.aspx" target="_blank">Read the LAO Report here</a>.</p>
<p>Prop 6 mandates an additional $365 million over current criminal justice spending levels.  It also requires annual spending of $965 million.  According to the <a href="http://www.lao.ca.gov/ballot/2008/6_11_2008.aspx" target="_blank">LAO's Report</a>, the proposition will pay for the following:</p>
<ul>
<blockquote>
<li>Increased supervision of  		adult probationers by counties ($65 million);</li>
<li>Juvenile facility repair and  		renovation and the operation of county probation programs for youth  		($50 million);</li>
<li>City law enforcement efforts  		to target various crimes, including violent, gang, and gun crimes  		($30 million);</li>
<li>Prosecution of violent,  		gang, and vehicle theft crimes ($25 million);</li>
<li>The construction and  		operation of county jails ($25 million);</li>
<li>Assisting county sheriff and  		mid-size city police agencies to participate in county, regional, and  		statewide enforcement activities and programs ($20 million);</li>
<li>Programs to assist parolees  		in their reentry into communities ($20 million).</li>

<p>Additionally, this proposition increases the sentence for many felonies, most gang-related.</p>
<p><strong>The estimated cost to implement all of the measures of Proposition 6 is a billion dollars in the first few years.</strong></p>
<p>This proposition was authored by Senator George Runner, a Republican from Apple Valley.  It seems hypocritical for a person to ask for a fiscally conservative state budget, and then develop a ballot intiative that requires annual program funding (taking the decision to spend out of the hands of the Legislature) and to put more people in prison (increasing the cost and tax burden).  This bill is completely wrong.</p>
<p><strong>Position: </strong> Vote No on The Criminal Penalties and Laws, Public Safety Funding Statute.</p>
<p>California cannot afford additional mandated spending.  We have had budget troubles ever since the K-12 system started recieve money through a measure like this one.  Don't support another costly public program.</p>

<content:encoded><![CDATA[<p>If anyone is looking for additional information about the RDSP there is another resource which I thought I would mention.  Planned Lifetime Advocacy Network (PLAN) conducts <strong>free</strong> RDSP telelearning seminars on a tri-monthly basis.  The telelearning seminars will give you a good understanding of the potential of the RDSP and how your family might use it and let you know what work needs to be done (federally and provincially).  </p>
<p>Topics that we discuss within the seminar include: Elements of the Disability Savings Plan; Comparisons with RRSPs and RESPs; the Disability Tax Credit; Opening and Directing an RDSP; Contributions; the Canadian Disability Savings Grant and Bond; the "10 Year Rule"; Taxation; Scenarios; Federal Implications; Provincial Implications; RDSP vs. Trusts; Getting Ready for the RDSP; and "Keeping Informed".</p>
<p>The goal of the telelearning seminars is to really give people a thorough understanding of the RDSP so that they can make financial decisions knowing all the things that need to be considered when opening an RDSP.  We have question-periods throughout the seminar, if you have any related questions around the presentation or details around the RDSP.</p>
